Former Pavillion Town Clerk ordered to pay over $188,000 in restitution

(Lander, WY) – The sentencing hearing for 48-year-old Rebecca Milleson, aka Rebecca Hatcher, was held March 10th, where she was ordered to pay $188,758 in restitution to the Town of Pavillion.

The former Pavillion Town Clerk was charged with theft aggregate in February of 2021, and larceny by bailee in June of 2021, after it was discovered that “a number of fraudulent charges” had been made against the Town of Pavillion’s checking account.

While the County Attorney’s Office advised that they argued for a three year penitentiary sentence, the court ultimately sentenced Milleson to a 3-5 suspended sentence for the theft aggregate charge, a 4-6 year suspended sentence for the larceny by bailee charge, as well as 5 years of supervised probation (in addition to paying the restitution in full).

Millison pled “guilty” to both counts filed against her at the December 10th plea hearing, after filing a cold plea in September of 2021.

Under the cold plea parameters, “The State shall bring no further charges against the Defendant related to her employment with the Town of Pavillion, upon the Court’s acceptance of this agreement,” and if Milleson violates her parole, she could also be sentenced to the full years of imprisonment of the suspended sentences mentioned above.

(Theft aggregate and larceny by bailee felony charges each carry a maximum of 10 years imprisonment.)

Milleson’s $12,500 bond was put toward the restitution total, as well $6,000 she presented at the sentencing hearing.
