A proposed Wyoming State Legislature bill for 2020, if passed, would give the option to purchase a digital identification card or digital driver’s license. The digital option would only be available for those who can legally possess the physical card.
“‘Digital driver’s license’ means a secure electronic representation of a physical driver’s license that is stored on the driver’s portable electronic device and may be viewed or verified by a person to whom access is allowed. A digital driver’s license may be used in lieu of a physical driver’s license and is optional to purchase and supplemental to a physical driver’s license,” according to the proposed bill.

Licensees are currently required to keep their driver’s license in “immediate possession at all times when driving a motor vehicle and shall display the license upon demand of any judicial officer, municipal court judge, any officer or agent of the division or any police officer.”
The digital driver’s license would be presented “on the licensee’s portable electronic device. No law enforcement or judicial officer demanding display of a licensee’s digital driver’s license for any licensing or identification verification purpose shall take custody of the licensee’s portable electronic device. Display of a digital driver’s license shall not serve as consent to search the driver’s portable electronic device.”
“Upon cancelling, suspending or revoking a license, the division shall require that any physical license be surrendered to the division and that any digital driver’s license be canceled or suspended.”
The proposed fee for the digital identification card is $10 on top of the cost for the physical card, and a $20 fee for a digital driver’s license on top of the price for the physical card. The bill is sponsored by the Joint Transportation, Highways & Military Affairs Interim Committee, and revenue from the fees would go to the Highway Fund.
The digital driver’s license fee could raise an estimated $640,000 of revenue if 20-30% of Wyoming residents participate.
