    Fremont County man charged with second degree murder in relation to April 14 Wind River homicide

    (Fremont County, WY) – Conrad Tillman has been charged with second degree murder, in relation to the April 14 homicide reported to have occurred south of Fort Washakie that resulted in the death of 36-year-old Utahnna BearComesOut (aka Tillman), according to federal Court documents originally filed on April 18.

    Tillman was also charged with discharging and brandishing a firearm during and in relation to a crime of violence, and use of a firearm causing murder, according to a federal indictment filed on May 16.

    A federal warrant for Tillman’s arrest was also issued on May 16, and his case became publicly available after he was detained, as per stipulations in a motion to seal the case that was filed on April 18.

    Tillman’s initial appearance hearing was held yesterday, June 5, where his arraignment/detention hearings were set for June 10.

    On April 14, 2024, the Wind River Police Department received a call from a subject stating that a man’s wife had been shot “on the highway south of Fort Washakie,” the federal complaint document states.

    When officers arrived on scene they observed a man, later determined to be Tillman, walking near two vehicles and talking on his cell phone, saying “I f***** up!”

    Tillman was placed in handcuffs, the complaint continues, and officers then discovered the unresponsive victim, later determined to be BearComesOut, who was pronounced deceased at 9:43 PM.

    Officers then interviewed Tillman, who advised that he and BearComesOut were driving with a 10-year-old in the vehicle, when the two adults began to argue.

    Tillman claimed that BearComesOut hit him “multiple times, almost causing the vehicle to crash,” at which point he “immediately stopped the truck,” grabbed a gun and pointed it at BearComesOut’s head.

    Tillman told officers his “intention was to just get her to leave him alone,” but the gun “went off,” and struck BearComesOut in the head.

    Tillman said he then flagged down the first vehicle that would stop and had them call 911.

    Tillman’s arraignment and detention hearings have been set for June 10.

    The maximum sentence for second degree murder is life imprisonment, a $250,000 fine and 5 years of supervised release.

    The maximum sentence for discharging and brandishing a firearm during and in relation to a crime of violence is no less than 10 years and up to consecutive life imprisonment, a $250,000 fine and 5 years of supervised release.

    The maximum sentence for use of a firearm causing murder is life imprisonment, a $250,000 fine and 5 years of supervised release.
