    Northern Arapaho Tribe announces ribbon cutting and dedication ceremony for the new Red Wolf Child Care Center

    A new $4.5 million facility, made possible by Indian Community Development Block Grant funds, Northern Arapaho Tribe-First Interstate Bank and New Markets Tax Credits, will provide affordable, quality, 24-hour care for over 250 children, assisting tribal members with overcoming a top employment barrier

    RIVERTON, Wyo. – On Thursday, December 5th, the Northern Arapaho Tribe will hold a Dedication Ceremony in Honor of Councilmember Norman Willow, Sr., at the new Red Wolf Child Care Center at 192 Red Wolf Place in Riverton. The event will be open to the public.

    The new 13,000-square-foot center represents the culmination of a planned effort to address a top employment barrier for tribal members: the availability of high-quality, affordable childcare options. Red Wolf will operate 24 hours a day and will accommodate up to 250 children, ranging in age from newborn to 10 years old. Beyond providing quality childcare, Red Wolf’s opening will give tribal members the flexibility and support to seek and maintain employment, go to school and increase income potential. Among the many to benefit from the new facility are the more than 500 employees working shifts around the clock at the nearby Wind River Casino, tribal agencies and schools, many of whom struggle to find reliable care for young children during working hours.

    Red Wolf Child Care will be certified by Tribal Resolution and seek “Gold Star” designation, a program certification from the Wyoming Department of Family Services. The Red Wolf Child Care Center will staff individual rooms for each age group that provide age-specific educational and recreational activities. It will have a state-of-the-art playground and enrichment park to help kids build strength, creativity and social skills.

    Qualifying parents will be able to receive subsidies through the Northern Arapaho Nation Department of Social Services, Child Care & Development Fund. This fund, which is in part supported through the Wyoming Department of Social Services, utilizes a sliding fee scale to assist low-income families with a childcare subsidy. The subsidy is provided to the childcare center to support its operations.

    Financing for the new $4.5 million childcare center came from the Indian Community Development Block Grant Program; Northern Plains Office of Native American Programs, Denver, Colorado; Northern Arapaho Tribe-First Interstate Bank construction loan; and the New Markets Tax Credit (NMTC) program, provided by the nonprofit community development lender, MoFi.

    The NMTC is a bipartisan federal program designed to incentivize private capital investment in economically underserved areas. MoFi has used NMTC to help finance several projects in Wyoming including the newly expanded Wind River Cares clinic in Riverton, and the Cobblestone Hotel & Suites in Torrington and will soon be announcing funding for another project in Laramie.
