Wyoming Office of State Lands and Investments released the new guidance for Coronavirus relief grants which is shared below.
The deadline for Coronavirus Relief Grant (CRG) reimbursement requests is 5:00 pm December 15, 2020, no exceptions.
CRG Reimbursement for December Payroll Requests:
December 15th through 30th Payroll Expenses
In order to request payroll for the period between December 15th and the end of the covered Cares Act period, December 30, 2020, applicants must submit a Grant Draft Request (GDR) with an estimate of the payroll to be expended within that period (December 15-30th) by December 15th. Applicants must provide with the GRD a letter reflecting the amount(s) requested that are an estimate and the rational detailing/explaining how the dollar amount(s) were determined. Do not include a blanket statement simply providing that the remaining grant funds will be requested. The applicant must then submit supporting documentation (paystubs, timesheets, ETC) for the December 15-December 30th time period as soon as they become available, but not later than January 30, 2021. Funds will not be disbursed related to payroll until all supporting documentation has been received and reviewed (See additional guidance here.
CRG Reimbursement for December Non-Payroll Requests:
Applications with Expenses Incurred On or Prior to December 15 but Lack Invoice(s)
The Office of State Lands and Investments (OSLI) understands it will be difficult to have all invoices for work completed through December 15th, prior to the reimbursement application deadline of the same date. In order to accommodate these situations, applicants must submit a GDR by the December 15th deadline with an estimated amount for any expense(s) lacking the necessary supporting invoice(s) to be reimbursed. A letter must be included with the GDR stating which amount(s) is/are estimates and detailing how the amount(s) was determined. Do not include a blanket statement simply providing that the remaining grant funds will be requested. The applicant must then submit all supporting invoices and documentation as soon as they become available, but not later than January 30, 2021. Funds will not be disbursed related to estimates until all supporting invoices and documentation for the estimates have been received and reviewed.
NOTE: This guidance does not negate the requirement for all CRG GDRs to be submitted to OSLI by the close of business on December 15, 2020, in order to be eligible for reimbursement. Additionally, if the supporting invoices and/or documentation are not submitted prior to the close of business on January 30, 2021, estimates provided on GDRs will not be eligible for reimbursement.
