(Riverton, Wyo.) – Former city council member John L. “Lars” Baker announced today that he plans to seek election this year as Mayor of Riverton. Baker is the first announced candidate for the position. Current Mayor Ronald O. Warpness has announced that he will not seek a second term.
Lars served on the city council since 2006, being appointed to fill a vacancy. He subsequently won re-election twice but was forced to resign in December due to an arcane rule of the Wyoming Retirement System. He then reapplied for his council set but was not reappointed.
Lars retired as Supervisor of Fremont County Weed and Pest late last year after a long career there.
The text of Baker’s announcement is copied below in its entirety:
“John L. (Lars) Baker was born in Rawlins, Wyoming in 1944 where his father was employed by the Union Pacific Railroad. He graduated from Pocatello High School, in Pocatello, Idaho in 1962 and attended the University of Wyoming, graduating from there in 1967 with a degree in Wildlife Management & Conservation where he also earned a Masters Degree in Public Administration in 1994. In 1966, he married Marian F. Negra of Missoula, Montana. In April of this year they celebrated 48 years of partnership and love.
After a 7 year career in law enforcement, they moved to Riverton taking a job with Fremont County Weed and Pest. Four of their six children were born in Fremont County, Riverton or Lander. All six children attended school in Riverton and started their higher education at Central Wyoming College. Marian is also a graduate of CWC with a degree in Nursing and is currently employed at Riverton’s Wind River Clinic as a Registered Nurse.
The Baker’s are active members of the Church of Jesus Christ of Latter-day Saints where Lars has held a variety of leadership and service positions over the years. Lars has served the City of Riverton as a member of the City Council since 2006, resigning in December of 2013 as a requirement of state laws associated with his retirement from Fremont County Weed and Pest.
He enjoyed his service to the city and looks at it as an opportunity to pay back to the community for the support that he and his family have received over the years. Lars believes that he could be an asset to the City of Riverton if elected to be its mayor for the next four years using the administrative skills and education developed during a lifetime of public service. The City of Riverton employs a full time city administrator whose job is to run the city day to day. The Mayor is the public face of the city, welcoming visitors, promoting the city far and wide, and interacting with a wide variety of public and private groups with the main goal of building the community and making Riverton an even better place to live.
Lars believes that small efficient government close to the people has great power to strengthen and protect the citizens of the community. During his seven years on the council Lars has carefully studied the many issues coming before the city and applied the principals of good government while protecting the rights and freedoms of the individual.
