(Dubois, Wyo.) – Dubois Town Councilors decided Wednesday night to proceed with an eminent domain action on 17 acres of land adjacent to the Dubois Municipal airport on its current value. The town said the action was needed for the Dubois Municipal Airport Reconfiguration Plan. The property owner had requested a higher value be considered. Prior to the vote on Resolution 13-012 to begin the “taking,” Mayor Twila Blakeman gave the council and those in attendance some background information. “Warm River Ranch wants the 17 acres of land [to be used for the airport reconfiguration] assessed as residential lots.” She then stated that the Wyoming Department of Transportation-Aeronautic sappraiser valued the acreage at $50,000 based on agricultural assessment values, as that is what the property owner currently pays property taxes on. The property owner, however, is asking that he be compensated for the land use as residential lots at a higher value. When the item came up for a decision, the Mayor and Council Members voted unanimously in favor of proceeding to begin action for eminent domain at the value determined by the WYDOT appraiser.
Discussion at Wednesday’s meeting also took place about whether to grant an easement to property owners who own a landlocked parcel of land adjacent to the town-owned Sawmill Property east of Dubois. The property owners requested to work out an even trade for services with the town via excavating services for upcoming town projects. It was decided to discuss the proposal again at a January Council meeting after additional dialog.
Also discussed was the need to engage Nelson Engineering to provide engineering services to relocate an antenna existing near the new town water storage tank to a fence line where electric service is presently located. The services would fall under the Agreement for Professional Engineering Services dated July 30, 2013 and approved by the Governing Body on August 14, 2013.
Action items approved at the meeting included:
-Approval of Resolution 13-012 authorizing commencement and prosecution of an action for eminent domain in regard to certain property for the purpose of the Dubois Municipal Airport reconfiguration plan.
-Approval of a Commercial Small Business Category Application for 914 West Ramshorn Street.
-Approval of a Temporary Catering Permit – Rustic Pine Tavern – Wyoming Artist Association State Meeting – Headwaters, May 2nd and 3rd, 2014.
-Approval of a Malt Beverage Permit and Open Container Permit for the Dubois Chariot Races, December 28 and 29, 2013.
-Approval of 2014 Holiday Schedule.
-Approval of Accounts Payable lists dated December 6 and 11, 2013.
-Approval of November 2013 Financial Report as presented.
Three audience members and two media representatives attended Wednesday night’s regularly scheduled town council meeting.
